That is a new one on me. Regardless of whether it was a good call or not, had no idea that was reviewable.

I think it's because the penalty itself isn't reviewable

Refs have picked flags back up many times, saying 'There was no foul for blah blah blah'. But they reviewed the entire play, not just the penalty
