Of course it would be another step toward absurdity if some governmental contractor decided to act upon the new lack of prohibition against segregation, but it's outrageous the protections were removed in the first place.

Some universities have black only study areas. They are called safe spaces for black people though. As far as that living area, if that same idea and setup were presented as it is for whites, it would be a huge controversy.

Reading the article is enlightening:
Clause 52.222-21 of the FAR is titled "Prohibition of Segregated Facilities" and reads: "The Contractor agrees that it does not and will not maintain or provide for its employees any segregated facilities at any of its establishments, and that it does not and will not permit its employees to perform their services at any location under its control where segregated facilities are maintained."
It defines segregated facilities as work areas, restaurants, drinking fountains, transportation, housing and more — and it says you can't segregate based on "race, color, religion, sex, sexual orientation, GENDER IDENTITY, or national origin."
You know, I seriously doubt gender identity was included in the Civil Rights Act of 1964, but of course NPR doesn't mention a word about how it got snuck in there.

There's plenty to worry over, but this one isn't worth a second thought.
For the sake of argument, contractors who tend to utilize brown and black folks often in construction decide to build segregated bathrooms. I would guess not many get built.
Furthermore, I don't see nonwhite people choosing to be little obsequious serfs and obey a whites only sign.
