Suggested Basketball Rule Change

Here is a rule change I would like to see: On any foul that calls for two shots (or maybe even a 1-and-1) the shooting team should have the option of either taking the two shots or taking one shot and getting the ball out of bounds. This would reduce desperation fouling by the trailing team late in games and keep the last five minutes of games from taking 20 minutes to complete. Games would be much more watchable. Also, fouling should not give the advantage to the team doing the fouling. This would penalize the fouling team a little more than it does now and tend to restore the advantage to the fouled team

They would just foul you right after you in bounds the ball anyway, or have a chance to go for the steal. And you probably have one less point by skipping the free throw.
