A long time back I saw a linguist that works with actors on accents and slang for movies to make them sound authentic.
He said the proper way to pronounce a name is to say it the way the locals do.
Find some natives in NO and ask them to pronounce it.
I had a friend from there and he pronounced it (phonetically)
Nu-yaw-lens (lens as in camera lens)

I lived there and still have friends there. The interesting thing about like long NOLA residents almost have a “yankee” twang mixed in

This Golden Tiger worked in New Orleans after graduation. The natives definitely say "N'awlins." And they had the nerve to say that I talked "funny" with my SC accent.

The New Orleans and the Boston accents sound a lot alike, it has something to do with being an old port city (at least that was what I was told). People from around Baton Rouge pronounce it Nu R lins but you hear as N'awlins too, pronouncing it "New Orleens" will usually get a response of "where the heck are you from?"

cause the flight attendant from there said it when I flew back last year from a short vacay. I even made fun of her with it and she laughed.
The other thing though is that only people FROM there should say it that way or you just sound stupid trying to mimic it.
It's the same way with Louisville, where my dad and family are from and live. Only the people there say it, Loua - vull - and I mean said real fast. Anybody else tries to say it like that just doesn't work.
