rankings are different (which they are) and each of these players are ranked #1 by any of the services (which they are) then why can't a reporting service state they are both #1?

If you're read the article, one was listed as #1 by some publications, while the other listed as the nation's top cornerback. If I wrote that, I would mean that I thought Fuller was the top CB, but that several other highly credible sources thought that Hargreaves was #1. In reality, we're evaluating high school seniors and deciding how they will perform at the next level. The margin of error is greater than the difference between #1 and #1A.
