I have seen that a couple of places... my scenario would be

1. ESPN brokers a deal with the ACC
2. Clemson and FSU pay an exit fee, but retain their media rights
3. ACC adds Cal/Stanford
4. ESPN agrees to continue to pay the ACC the same amount they were paying with Clemson and FSU
5. SEC adds Clem/FSU, and goes to 9 conference games
6. The extra content benefits ESPN and helps make up the difference

I don't know the details or the path. But, I am convinced of this - You are right in principle. There are discussions between networks, conferences and teams trying to figure out a way that it makes financial sense for all parties involved for FSU and Clemson to end up in the SEC.
