If someone is a dwarf their head is not big enough to have a very large brain. It’s only common sense.

Same for other people with disabilities that do not hinder their performance of job functions.

President George H W Bush signed the ADA into law in 1990. The legislation was bipartisan but largely opposed by business, industry and Christian groups. President Bush said:
“ I know there may have been concerns that the ADA may be too vague or too costly, or may lead endlessly to litigation. But I want to reassure you right now that my administration and the United States Congress have carefully crafted this Act. We've all been determined to ensure that it gives flexibility, particularly in terms of the timetable of implementation; and we've been committed to containing the costs that may be incurred.... Let the shameful wall of exclusion finally come tumbling down.”

Here we are 35 years later …. BTW, the fear mongering of crippling costs and bankruptcy from business and industry associations never materialized.
