I thought the ruling was for players to get royalty money from jersey sells and image likeness from video games and autographs. Of course this thing morphed into a pay to play scheme in which players get money up front.

NIL was going to happen because college athletes have a right to earn money the same as all Americans do. Call your Congressman if you want information.
The Portal is good for some athletes and not so good for others because they give up their chance to get a college education.

The NCAA, their refusal to adapt from archaic rules led to overcompensation by the courts. If a run of the mill student can make money as an influencer or whatever how is it reasonable to stop an athlete from doing the same just because they wear a jersey? If the NCAA had made small, measured concessions with a well thought out framework to prevent tampering, the OBannon lawsuit never would have happened and we wouldn’t be left with this Wild West of NIL. But the NCAA is incapable of rational thought or foresight so here we are

Absolutely correct. The NCAA had a spectrum of options and chose the chaos route. Just ridiculous. That said, the old transfer rules were a heavy burden on a player that thinks he could go from bench to starter at another school. Recruiting errors are made.
But the claim was that the schools were parlaying the players NIL into ticket sales and profits. For example, say TL was on the game program cover in his day. Nil says compensate him. NCAA could have easily said, “No Trevor, no hair on the cover. Put a Tiger paw on there instead.” But this is not really about that, is it?
Like everything these days, we need to sell Bud light, so we assign incredible value to advertising, which allows us to pay players and call them amateurs. It’s not that much different from the Ford dealer hiring players that never work, but we feel better since it’s legal.
I doubt that this genie can be put back into the bottle. We’ll be paying 13 year olds to come to Daniel HS next.

enough, the NCAA cemented its role in infamy with one of the stupidest and most indefensible decisions in its history with the new transfer rules.
I still hold the member schools responsible for their collective failure to have nipped that crap in the bud with an ultimatum to the NCAA: cease and desist or face dissolution.

It's not Whom, it's What.
Capitalism is the reason for NIL and the transfer portal taking over college sports, particularly football.
When coaches, talking heads, TV networks and executives began to enrich themselves to an obscene degree, making millions of dollars per year while players were supposed to be capped with with nothing more than a scholarship, the system became unfair and immoral.
It was just a matter of time before legal challenges would force the Supreme Court to toss all player restrictions.
The more I think about it, the more I don't believe there is anything the NCAA could have done to prevent this. Remaining obstinate to any changes whatsoever until being nuked in court was obviously a huge mistake, but where we are now would happened regardless. Perhaps the transition could have been more orderly and gradual without the explosive chaos.
I know it's hard to deal with all of this but nothing could have stopped it IMO.

regulations are needed or this happens.
Regulations safeguard all those involved, albeit not to help everyone but to keep things transparent and not under the table. NCAA easily could have regulated this entire process, of course with the help of those involved in the NIL/sanctioning processes.
It would not have stopped anything, but it most likely would not be the wild wild west and an open auction site for players. Corruption would happen regardless, but at least a sanctioning body would try to help keep that from happening and actually do something when necessary.

In my opinion, the blame falls on the feet of college presidents, Atheletic Directors and coaches. They sat back for decades and said nothing as players were being financially exploited. Players getting severely punished for selling their own tickets to events, getting paid for autographs all the while they (presidents, AD, coaches, TV executives) made money off the backs of these young people. Then how dare a player say he wants to transfer to another institution. Meanwhile the coach can just leave and go the the highest bidder after they have benefited off the players on field performance. Honestly, I am sick and tired of these coaches bad mouthing NIL and the transfer portal. It is hypocrisy at its best. They said nothing as long as it benefited them. Now that the players have some control over their futures its so bad. BULLCRAP!!! No I don't like NIL in its current unregulated format is good and yes there needs some rules attached but for right now let the players enjoy the $$$. I guess the old saying that ..." The game ain't fun when the rabbit's got the gun " says it best.

The Supreme Court, which pretended that athletes were employees and applied employment law to their situation. Similar to the district court that just says the NCAA's 2nd transfer sitting-out rule is a violation of the Sherman Antitrust act. Ignoring the fact that there are hundreds of semi-pro football teams (we're really talking about football here, right?) that could be played on instead of NCAA teams; and ignoring the FCS teams, NAIA teams, etc.
By SCOTUS logic John Rahm should be allowed to play in the US Amateur, as the amateurism requirement is restraint of trade.
But MOST OF ALL, the long parade of cheaters, bagmen, and coaches covering up cheating. It seems very few programs could just accept the basic rules of fair play in recruiting, academic requirements, and amateurism.
Bear Bryant famously handed out scholarships to start players that ended up sitting on the bench just so that they weren't playing for the opposition. So we had to have scholarship limits. Then teams handed out scholarships for other sports, or academics (real or fake), so that they didn't "count". So we had to say any scholarship counts (against football). And so on.
Not allowed to pay players, programs put players in sinecures, jobs that paid for doing nothing. Players not allowed to get jobs, because of these do-nothing cash grabs, programs gave them cars, bags of cash under the table, gave parents jobs, paid parents rent or bought them houses. And so on.
Players having academic requirements meant some players might be ineligible. So grades got faked. And so on.
I expect soon that Little League will be forced to allow 20-year-old professional baseball players. High schools will be forced to permit players who live in other districts to play...some high schools will build super teams this way and courts will say "hey, your rules were limiting players from playing on the teams they wanted to play on..."

Not sure I could point to one person or action. Certainly a combination of all that's been mentioned and a snowball effect.
The truth (at least to me) is, what has happened shows a complete misunderstanding of college football and, to a large extent, their respective fan bases. People come to Clemson games, buy Clemson merchandise, watch Clemson on TV, etc. because they are Clemson fans. It really has nothing to do with who is on the field or court. We had +80,000 in the Valley long before Lawrence or Watson and now that they're gone we still have +80,000.
If they had stuck to actual NIL, AS IT PERTAINS TO THE SCHOOL, we wouldn't be having this discussion. The longer they (NCAA) held out, the broader it became. Then we were sold a bill of goods on how these poor athletes can't even go out and get a part-time job like other college kids can for pizza money. But guess what? I wasn't on scholarship. I didn't have access to round the clock training and conditioning. I didn't have my college career broadcast globally (parts of that I am thankful) so perspective employers could fight over me. So, I'm thinking it kinda levels out.
Couple that with what is happening with NIL and the transfer portal and they now have the right to bargain for their services. And it goes beyond the desire for championships. Now, we MUST do this just to compete. I have said before, desperation (real or imagined) is expensive.

From what is being seen, they have closed their eyes to everything about this situation and failed in their duties.
I am not sure how this entire situation truly evolved into the mess it is today, and I am not against the athlete nor am I against the universities playing by the rules(lack of rules) at play.
The NCAA is supposed to govern all of this, but somewhere they stopped being relevant. Truly worthless is most every regard. Most sanctions are handed down by the conferences that the school belongs, which is a slap on the wrist like the Jim Harbaugh/Michigan sign stealing charade. There is nobody handling situations and making sure that the NCAA has an oversight committee and a judicious system that can take on any and all issues.
At this point it is truly the inmates running the asylum with the help of corrupt money and financial bags to help make things happen. There is no way they can get control of this, so they will simply do nothing until something truly landscape changing happens with monetary involvement that there will be enough push-back that something will need to be done.
It is the NCAA as your culprit in the end.
