Seek no data, and collect no data. Collect no data, and then you can say there is no data. Hence there is no problem. ;)

Common ploy. If the government requires it, the data will be supplied. If they don't, it won't be supplied. This is how you craft policy and governance.

This doesn't just apply to crime data by the way ;)
