I know that they can hit their heads on the turf, but that is not the case with Cheap Shot Swearinger's hit or the NC State hit on Wayne!

There is no targeting rule in the NFL. That's just a college thing. It was a clean hit anyways

intentional helmet-to-helmet contact, and I though that was what happened. After a closer look on replay, I saw that it was not helmet-to-helmet after all.

After rewinding and slowing it down, I guess it wasn't.

Very close; Swearinger did lower his helmet, but made intial contact (lead with) with his shoulder, amd his helmet narrowly missed Peake's chin. It was a viscious hit.
