Ukraine was supplying it when Crimea was part of Ukraine. After Russia took it over by force, Ukraine basically said, fine - you take care of them. Which I think is completely fair and reasonable. If Russia wants the territory, it should take care of the territory, not ask Ukraine, the people they took it from, to do it.
