Actually many - if not most - true academics rail against these type of rankings. However, there really isnt another widely accepted measure. There is a lot of literature written on this topic and over the last few years and Clemson is cited as one of the Universities that takes into account the USNWR ranking impact when making decisions.
To some degree everything in life is managed/gamed/whatever you wish to call it. Politics. Football recruit rankings. Quarterly earnings. USNWR rankings. Your weight. Everything.
My Alma Mater set a goal and went for it. Goals are good things.

I think the US News rankings are worthless when it comes to measuring the quality of academics at a college and the results of that education. I think companies and graduate schools know which colleges are solid academically and can produce good employees without looking at US News. (I think most colleges end up playing games with the US News rankings to try and get a leg up in it even if they admit it or not, Clemson just has taken pride in that goal)
That being said, Clemson's reputation has definitely increased over the last few years. Whether that's due to US News or not, who knows but it's now recognized as one of the top colleges in the country and that's a good thing.
