How come Oculus' pulse never goes up???

Many of us have been giving Oculus thumbs up on each and every post recently in effort to get him to 100% pulse, but the dang thing seems stuck on 96 forever. What's up with that?
I mean all Oculus ever does is give smiley face posts (and the occasional frowny face to sad posts). How can Oculus be anything but 100%?
