Unless the slurs were really vile or threatening, I think some sort of room arrest and sensitivity education might have been better. Expulsion is pretty drastic if they were just being young and stupid. Kicking them out risks making them confirmed lifelong bigots. Not knowing exactly what they did, maybe I'm missing something, but my immediate impression is that this situation could have been handled better.

the students can actually read the student code of conduct so they know and understand what the expectations are.

Changing the hearts and mind of racists and/or bigots is another matter entirely.
