The Libs of TNet were trying to come up with reasons why we need to keep educating legions of foreigners with US taxpayer dollars. Of course, it is a stupid idea, but we have been doing it for decades.
Even though Catahoula® has no experience with graduate schools, he still believes he knows what is and is not true.
People who have never stepped foot into a graduate course should keep their foot in their mouth and hands off their keyboards and listen to the people who have been there as a student, been involved professionally sponsoring research, and who has had three kids get advanced degrees.
And right on cue, we find yet another example of foreign students, well post-docs but close enough, going off $cript at the Univ of Michigan. Doing bio research on toxins that cause vomiting, liver damage, and reproductive defects in humans and livestock. Hmm.

Here was your original post where I said "none of this is true":
The entire national university system (graduate schools) is overrun with foreign students. Almost all of them are funded by US taxpayers in one way or another. Many of them are 'spies,' sucking every piece of intellectual property out of the universities where they are 'studying.' If they are legit students, there's a good chance they leave the USA and take our technology with them.
It's not overrun. Almost all of them are not funded by taxpayers. "Many of them" are not spies.
On to your article: The two individuals arrested were not graduate students. One worked for a Chinese university and the other worked for Michigan.

For someone who claims to be so educated, you sure are stupid.

I understand Cata has no idea how graduate schools function and what post-docs do - these are the non-students you refer to. These people are essentially students - they do research for one or more profs at low wages. Grad students do the same but for even lower wages or for free. Post docs may or may not also be TAs like a regular grad student.

He held leadership roles in Iran's nuclear program, serving as the head of the Atomic Energy Organization of Iran (AEOI).
We educate them, pay their tuition, and pay them for their time. They leave and vow to destroy Israel (and maybe the US too, for all I know).

A lot of the US taxpayer subsidies to foreign graduate students attending American universities is indirect, as opposed to direct. This ‘indirect’ funding is done via US taxpayer grants to American universities, both public and private.
The above is one facet of how American universities enrich themselves. They get subsidies that can be, at each university’s discretion, applied without external restraint with regard to the nationality of a grad student. (This also applies to undergrad, but back to the subject.)
Having been underpinned in part by federal govt taxpayer grants, the American universities get grants from foreign countries, with those foreign countries having the strongest strategic interests in ‘buying’ spots for their grad students to be kept open at the American universities which they have targeted as being most useful to their national objectives.
Finally, selected private entities offer scholarship money to foreign students with recognized academic achievement.
Each of the above three factors motivate America’s universities, especially universities with grad programs that foreign countries deem as ‘elite enough’ for their purposes, to accept grad school applications for foreign students in preference vs American born students.
At the end of the day, the American born grad students are less valuable as a ‘customer’ for American universities than foreign students. American taxpayer funds contribute towards that ‘we prefer foreign students over American students’ mentality at public universities.
(*). If our federal government threatened to stop subsidizing the universities that do this, thus leaving the universities to depend upon foreign donations for underpinning their business models, then much of that bias in favor of foreign students would disappear.
