Yeah the worst part is the delay. It’s obviously very close and not clear, so it becomes judgment on the ump of when he considers the ball caught and when he considers the runner to make contact. At that point, just default to call on the field.

Well of course the ruling has to be either out or safe.

But if you’re saying it’s impossible for the ball and the runner to arrive at the exact same time…

It depends on the level of baseball. Some rules state “the runner is out if the throw beats the runner to the base.” So if the runner arrives at the same time as the ball, then the throw didn’t beat the runner. Technically, the tie would go to the runner although no specific wording says so.

For completion, I think the college rule reads something like what I said above but I didn’t check it. I know that 30 years ago, the Dixie Youth rule said something like “the runner is safe if he reaches the base before the throw.” In that case, a proverbial tie would mean he’s out. It all depends on how the rule is written.
