this as something you wrote while others actually helped or something along those lines, this is not really an ethical problem. The question is whether you can rewrite it enough to get funded.

but I only use it to get ideas on narrative.
What's great is the last one I didn't get I got our local economic board to give me a huge document of economic data for this area and put it in Chat GPT and told it to pull out the parts related to what I needed for the grant narrative. Pretty cool.

If I wrote a book, or a screenplay, or a song, or any other work that was denied by a publisher, I would see no problem tweaking it (or even not tweaking it) and submitting it to another.
In general I find ethical issues to arise when you can answer yes to 1 of 2 questions:
1) Was someone harmed?
-or-
2) Was someone mislead?
I don't see either arising in this case.

I ordered a large sandwich from the local bakery.

The sandwich maker handed me the sandwich in a bag and the ticket.
I took the ticket to the cashier. The cashier charged me for a small sandwich. At this point I wasn't sure if I had a large sandwich or a small sandwich in the bag.
So I paid for a "small sandwich".
Upon removing my sandwich from the bag, I learned I had indeed received a large sandwich for the price of a small sandwich.
Should I return to the store to pay the difference for the large sandwich?
