U can't lead with the helmet or make helmet to helmet contact at all. U must lead with the shoulder & any hit to head & neck area is targeting regardless of shoulder or helmet. That's how I understand it to be written. Go Tigers!!!

The refs have been quite inconsistent calling targeting this year. After a couple of "let's throw Skalski out of every game" years, they have relaxed those standards. Remember the very clean hit on Justin Fields? Facemask to the ribs. Skalski...you're outta here!!! Now you can break some poor basterd's neck and it's okay.

I’ve said it for three years. Will Shipley is a serviceable back, nothing more. Not a home run threat. Not a game breaker. In fact he’s more apt to make a play that hurts the team than helps and have you ever seen a player get tackled by one arm in the open field note than will Shipley. Most overrated player in division one football

Regardless, the play should have been reviewed. The opposing player could have been ejected. That could have made a difference.
Also Regardless of how key a player Shipley is, reviewing the play is the right thing to do.

It met the criteria for targeting. The NC State kid was not trying to do it but the weird way Shipley was falling caused the hit to head. The letter of the law on the rule only takes intent into the equation when someone launches. It is sometimes unfair to the defender who is trying to make a football play, Switzer at UNC used to duck on purpose to try and get hit in the head. Should have been a penalty but would not have matter in the outcome of the game.

This is the play (attached) that put Shipley out of the game in the 1st half.
I didn’t see it live but I understand it wasn’t even reviewed. Sure looks like Shipley is down on his butt (defenseless?) and then there is “forceable contact to his head or neck.” I thought that was textbook targeting? It doesn’t have to be “launching” or “hit with the crown of the helmet.”
I’ll bet Doeren is more circumspect in his post game analysis that he was in 2016 when NCST delivered a slobber knocker that put Wayne Gallman out of the game,
Question to Doeren - "In retrospect did you end up doing a lot of the things you thought your team needed to do in order to win?"
Dave Doeren: "Yeah we did, you know, I mean we knocked their tailback (Gallman) out of the game...
We probably still lose the game but not having Shipley coupled with our impotent passing game is a formula for losing.
