"In order to remain eligible to compete in championships a program must have an multi-year APR rating over 930 over a four-year span.
The penalties for dropping below 930 gradually increase per the NCAA.org website.
"The first penalty level limits teams to 16 hours of practice per week over five days (as opposed to 20 over six days), with the lost four hours to be replaced with academic activities.
"A second level adds additional practice and competition reductions, either in the traditional or non-championship season, to the first-level penalties. The third level, where teams could remain until their rate improves, includes a menu of possible penalties, including coaching suspensions, financial aid reductions and restricted NCAA membership."

The scales here are designed to make everyone look more or less the same. FSU is DFL and their score is 936. Air Force is number 1 and their score is 997. They should report AF at 97 and FSU at 36 and that would give a better indication of the difference between the top and the bottom.
What the heck is Virginia doing at 69? Why are Notre Dame and Oklahoma tied at 66?
I'm sure good schools with poor performance will allege their classwork is harder and blah, blah, blah. If the jocks aren't cutting it at your school, just admit it.

FSU got 93.6% of all possible points. Air Force got 99.7%

Each student-athlete receiving athletically related financial aid earns one point for staying in school and one point for being academically eligible.
A team’s total points are divided by points possible and then multiplied by 1,000 to equal the team’s Academic Progress Rate.
Okay so you have 85 playser. 1 player leaves, but still remained eligible. Everyone else stays and remains eligible.
This would be the maximum score that you could get under 100%
84 x 2 pts plus 1 x 1 pt = 169 points out of 170 points possbile.
169/170*1000 = 994
994 is the max score.

Do keep in mind that the APR scores you see published are usually the 4-year moving averages. Air Force may have had a perfect 1,000 one year and a 994 the next, averaging out to 997.
FSU actually got a 922 for 2017-18.

I couldn’t agree more, and thanks for calling it out. It’s not only that Dabo and company have built a championship program second to none, it’s how they’ve done it. Dabo isn't just recruiting and developing good football players, but rather champions in life and examples for other young men.
It’s just so very special. It’s becoming that which most other programs aspire to be, and now it’s transcending college athletics. i.e. The Oakland Raiders.
