Rosters are being capped at 105. Most teams currently have more than 105 players, including walk-ons. The maximum number of scholarships is going up from 85 to 105.

I say burn scholarships. The players are paid and can afford the $500k perceived value of a four year scholarship. Make them pay for nutritionists. Trainers. Etc. Give teams more to spend on high end players. It’s just business after all at this point.

That will never work. Teams will offer the players scholarships and pay them. Those that don't won't get the players.

That would never happen. They will just get paid and get a scholarship elsewhere.

It is part of a multi billion dollar lawsuit against the NCAA.
The former athletes claimed the colleges were working together through the NCAA to limit pay to scholarships only. Furthermore, the schools worked together to limit the number of scholarships to 85.
This is against a law from the late 1800s that was passed the start of the industrial revolution. The law was designed to keep employers from working together to keep wages low.
The NCAA lost the lawsuit. And the plaintiffs demanded that there be a $21M salary cap and 105 scholarships (along with billions of dollars paid to former athletes).
The NCAA and plaintiffs had to both agree to the terms of the settlement. However, the plaintiffs were in a position of power due to some rulings from the new Supreme Court.

Until now, there was no upper limit to roster. You could have as many walk-ons as you wanted. Most teams had 120-130. Clemson was closer to 140. The walk-ons comprised the scout team. Most knew they never had a chance at suiting up for a game, much less getting in. They were coached by GAs and ran the opponents offense and defense against the guys who were actually going to play.
Now, you can only have 105 on the roster. Dabo, and other coaches, are concerned about how they are going to have enough guys so that they can have "a scout team." It normally, as I understand it, takes 40-50 guys to be the scout team. Take 40 guys off your 105 man roster and that leaves only 65 to prepare for the opponents.

The NCAA, in their inimitable stupidity, has taken a step to downgrade the quality of play in college FB. Capping out the roster at 105, as you aptly explained, will create a shortage of scout team players. Using players from the third string of the actual game day players depth chart will keep those third stringers from practicing the real offenses and defenses. They will be less prepared to play if the call is made for ‘next man up.’
Also, the third string players might get hurt doing scout team duties instead of the ‘real team’ work.
Weaker practice sessions will lead to games in which the knowledge of depth chart players is inadequate. First and second string players will get less in-game rest, and they will be called upon to play through those times when a hard hit would have otherwise been used to give the player a chance to shake it off in the bench.
Game quality deteriorates and TV ratings will follow suit.
This is not a good business model.

Basically, the colleges are upset that they don't get free labor anymore and don't want to be responsible for adapting and figuring it out for themselves on how to train and study for an upcoming opponent.

my first thought is it's designed to benefit Blue Bloods and make sure schools like Clemson never upset the apple cart again.

105 Roster max keeps schools from buying all the 5 star players and paying them enough NIL to pay their own way. This keeps the wealthy schools from stockpiling talent keeping it away from other teams.
