Why are these projection putting Penn St over Texas?

They both lost close games and Texas was ahead last week. I'm pretty positive we get Texas in the 5 and 12 seed game.

I like the theory, but I don't see us moving up but 1 spot. Our bid will be because we are one of the top 5 conference champions, not because we are in the top 12. We won't, nor should we, jump South Carolina who beat us on our home field. Since they aren't going to move then we don't jump any of the other idle teams either. Not to mention Arizona State walked on Iowa State.

There happens to be a process that is clearly defined. Not many teams in the final 12 that won't be ranked ahead of someone who beat them. (See ND).
