So you don't use public roads, utilities, collect social security? The fireman/police don't help keep your area safe? They didn't provide you with an education through high school? The military didn't protect our country, keeping you safe?
Like it or not, the government is a huge influence in on our lives and has provided a lot, no matter how much it sucks at a lot of things.

Two easy reasons:
1) Federally mandated ag subsidies to big corporate farms
2) Federally mandated medicare spending on migrant retirees
Take away federally mandated spending, red states would be running a surplus.
Also, states like CA etc are constantly bailed out by the feds, which is not represented in this data.

West Virginia (mostly white) has long been riddled with many low wage workers and a handful of wealthy materials-oriented industries which had relatively few highly paid white collar workers. Lots of drug and alcohol abuse = federal handouts. Sure would help if the USA would ever get serious about stopping the influx of fentanyl …
Oh yeah … WV was dominated for decades by Democrats in the State House and with congressional representation in DC. So there’s that.
KY is similar to WV as far as the types of industries and disparity between blue collar vs white collar numbers. KY also had a Democrat in the governor’s mansion from 1947 though 2023 with the exception of 12 years of Republican governors. So there’s that …
NM has forever found a way to diminish the motivation for Native Americans; paying them to live meager lives on govt assistance will do that to a culture. NM has had ~ half Dem and ~ half Republican governors since the 1980s, so it’s a stretch to call it either red or blue.
The historical ‘black belt’ states suffer the same problem as NM. Substitute blacks for Native Americans. Federal hand-out programs that weaken the willingness for the citizens of the historical ‘black belt’ states are keeping those who get the handouts just comfortable enough from really challenging themselves to do better.
Georgia is the exception. GA is ahead of states like SC, AL, & LA because GA built the ‘Old South’s’ first international airport. ATL did for GA what Disney did for (everything north of Ft. Lauderdale) Florida. Lots of ‘modern’ industries moved to GA to escape from high tax / high regulation / union states from up North.

The red vs blue / govt assistance correlation that you’ve suggested isn’t especially meaningful. It takes time for bad state government policies to get fixed by good state policies. And vice versa.

The source of the data is the gubmint.
"MoneyGeek utilized reporting by the Internal Revenue Service (IRS) to identify the amount of taxes paid by the residents and businesses of each state for individual income tax, business income tax, estate and gift taxes, unemployment insurance taxes and excise taxes. MoneyGeek then identified data from the Treasury Department on payments from the federal government to individuals and organizations within each state and calculated the monetary benefit provided by the federal government to each state relative to the amount of taxes provided by each state (Medicare payments were removed from this calculation as this information was consolidated to a handful of states). This metric was given a double weighting and converted to a 100-point scale for inclusion in the final score."

Measuring individual dependance of federal assistance (Welfare, medicaid, etc...) and then ascribing that to the entire state based on how the state gets recorded for presidential electors (meaning state painted by majority of votes) is a great example of faulty statistical models.
The only way this kind of thing would be really meaningful would be measure the federal aid vs revenue paid on the individual voter level. In other words, it could be possible that 85% of those receiving federal aid are dem voters in SC but that the repub voters aren't wealthy enough to overcome that in federal income taxes paid.

I do think that ignoring fairly evenly split states (in favor of assigning an either/or) isn't the best.
But money-in and money-out is pretty straightforward. Though these things change year-to-year. Wasn't S.C. the #1 taker a couple of years ago?

but framing it based on a states electoral swing in presidential races over last 5 races does add much context.

For example, do they count federal projects in each state? If the port of Charleston get big federal money to expand or refurbish...does that have any meaning in terms of states reliance on federal money...since a port isn't just for a specific state.

It's going to include government contracts, absolutely. I added another link down below which has a lot better info. (And notes the advantages to small states.)
I think the point still holds, though - if it takes federal money to fuel a state-based project, than the federal taxpayers are still footing the bill which means one state's project is underwritten by other states.
The top expenses by state are...
Education
Public Welfare
Health Care
Highways
Police and Fire Protection
Interest on Debt (which I would assume is mostly bonds for big capital projects)
Each less than 10% in most states.

Nah, they created a scale so that the most dependent state got a 100 and everything else was pro-rata.
I (two seconds ago) said further up that it is probably a big mistake to think that "takers" mean lots of welfare recipients. Can be "lots of government contracts" or "lots of disaster relief."
