This is straight from the experts at 538
One thing Trump repeatedly claimed in his speech tonight was that his campaign representatives were not being given access to observe the vote-counting process and that they’ve had to sue in order to “have people watch.”
First of all, the vote-counting process is always bipartisan and campaign observers are allowed to witness it.
Second of all, his lawsuits (in Pennsylvania and Michigan) weren’t about being allowed to observe — because, again, they are and have been allowed — they’re about how close those observers able to stand.
The lawsuit in Michigan was thrown out, and the Pennsylvania one was dismissed today after both sides agreed to the number of observers each campaign can have in the room.

Do they not like the rules and process they established?
They have to be a credentialed elector in the county (which doesn't follow Trumps rule breaking 'army'). Only 1 poll watcher for each party can be there at a time. Must remain a safe and respectable distance back (was supposed to be 6 feet as previously established and published).
For someone that respects the rule of law, Trumpers sure like trying to bend the law and interpret it in new ways to benefit you.
Why don't Trumpers want all votes counted?

it seems the Trump team is really stretching "permitted to observe all aspects." Just so we're clear, it's not that they're not allowed to observe, they're getting hung up on how convenient it is to observe. I don't want to make predictions considering how wildly different judges can interpret this, but I wouldn't personally want to have all my eggs in that basket.

Hannity just showed a video of a poll watcher in Philly being remove by force and all the people were cheering. Then they placed cardboard up in the windows on counting stations. That does not sound good.
