What a hack twitter account. The project linked is called storm water and safety renovation. The purpose is listed as terrace the slope to improve stormwater run off and safety.

Seats on the hill would ruin it IMHO. Why hasnt the hill been full recently? It seems like it was packed when I was a kid and now there may be a few hundred folks there on gameday recently.

Those aren't drainage elements, those are handrails/guardrails for the students to hold onto if they are unsteady when they get on the hill. The rails are open so most of the grass will be visible if the students aren't there. The drawings show this if you dig deep enough. The rails will be set in sleeves so they can be removed.
My ability to read drawings began over 50 years ago. My ability to read grading drawings go back as far including surveying the scale behind Lee Hall. That was in 1971.
The flat area in the hill will remain th same. CHILL!!!

hill runway will stay, including the flat spot. The only problem I see are the handrails which could impact the view of the field if sitting, but students should be standing all game so maybe not a big deal.
Wonder if these improvements will allow Clemson to pack the hill? Wasn't the fire marshall dictating the capacity?

This is not terraced seating. Drawing C-107 shows the cross section for the hill. The percent slope between the lines of handrail varies from ~21% to ~25%. That's a pretty steep slope. By the way the handrail detail shows a 3 foot high handrail with a pointed tip on each post.
