Infrastructure plan.
The FIRST thing that needs to be in that plan is training road repair crews better, and providing longer lasting materials, so that newly repaved roads will last more than a couple months before potholes start showing up again in the same place they were before. Without properly preparing the substrate so that IT is solid, new asphalt is just lipstick on a pig.
Especially on an interstate, at least down south, concrete may take longer to do initially, but it lasts without issues a Heyall of a lot longer than asphalt.

As someone that has property right on 85 in Powdersville, we’ve been contacted a few times about it. Interest has increased in the last couple of years however.

FYI, I have zero interest in taking a train with a bunch of hoodlums when i can drive myself. Put gas at .89 cent a gallon and get the hell out of my way. Quit trying to be Europe as no one wants to copy anything a French man does

I'd rather take some form of bullet train from Atlanta to Charleston.....Greenville to Charlotte....Atlanta to Charlotte....Greenville to Memphis....Atlanta to Orlando....Atlanta to Tampa....Greenville to Miami....or ....Greenville to New Orleans..rather than drive there with all these way overly super ticket giving cops out herebon these highways......just because you have an out of state tag on your vehicle. They definitely know how to ruin your trip.

Granted our traffic sucks .....
I am always in a great mood when I take the train .... I read / look out the window / go to the dining car ...
After driving I’m always a little aggravated and definitely tired ..
I will never make that drive again as long as there is rail service ...

My main point of the post was that we should be fixing the roads before worrying about other means of travel. But, we as Americans of this generation don't know if we would like train travel or not, as the bullet trains you describe do not yet exist, for the most part. If they did, I am sure they would be a viable option. At least a train never gets stuck below the speed limit behind a dildwat driving slower in the left lane than traffic in the right lane, yet refusing to move over.
