Someone explain how this works

I went to Clemson today hoping to buy some framed pictures. I was looking for one of Deshaun with the trophy or during the game. I also was looking for the hunter renfrow game winning catch. I could not find any and they told me at the variety frame shop that they were not allowed to sell pictures of current athletes. Then I went to a sports store in the mall and they had one of Deshaun jumping over the bama defender. So my question is can they or can they not sell pictures of the athletes.

my guess is the photos are copyrighted and property of the person who photographed it, thus no one else is allowed to sell it. The shop at the mall probably had their own photographers at the game.
