Seems too many recruits go to schools that will Never win a Natty

even if they want to be on a Natty winning team..but they go where their heart is, or their parents want them to attend, or it’s about playing in a certain power conference (SEC), or a school in state, etc.

Clemson can't and would not want to take them all. They gotta go somewhere. Some will probably dispute this but -- winning a National Championship may not be the priority for every college football player. Even Dabo will tell you it isn't among his yearly goals for this program.

maybe they want to be the foundation of something awesome. someone like a cj spiller. a coach with a vision can tell a powerful story.

There are a limited number of places on any programme, and not all student athletes are in a position to choose, and of course, there are a myriad of reasons for choosing a particular College.
Some may want to win a Natty, some may just want to ensure that they play. Some may want to play for the College that their parents went to, some may have been childhood fans of a College. Some may go to a College that they think will prepare them best for the NFL.

hump. Players go where they can make an impact and get drafted. It’s just bonus points if they can win a Natty along the way. The QB position is the only one where I imagine winning a Natty weighs a little more into the decision.

There are a ton of other factors. Proximity to family and friends, for one, especially those whose families don't have the financial means to travel. Playing time. Fit with the coaching staff. Fit with the culture. Fit with the academia. Style of play, developmental success of players at your position, draft history of players at your position, stability of the staff, facilities. Then just the general "do I like this place or not".
