So, either.....
1) Management proposed 9 separate clauses that outlined all the things you could do to get fined, all clearly laid out in a manner that makes PayPal judge and jury giving them the right to dip into your account to the tune of $2500 per “occurrence”, and this clearly outlined policy is approved by a team of lawyers before releasing the policy on a weekend when they hoped fewer people would notice, or.....
2) Rouge employee “Jimmie” gets high on Saturday night and thinks it would be funny to write this all up and release it in the company name.
I’ll go option 1.

all Paypal user agreements are published and released through an independent contract employee who lives in China.
The most important legal disclosures are put in the hands of somebody who isn't even an employee of Paypal and lives in a foreign country.

I just got a bogus email informing me that my
Pay Pan account has been locked due to suspicious activity.
This is the kinda **** scammers thrive on. They take a hot button issue
