1 state for The East (Ontario, Quebec, NS, NF), 1 state for the middle and 1 for the west.
Canada as only 1 state is too big.

A hydrologist could tell you the water released can not possibly make it to the LA area. Furthermore, this is water stored for agriculture in the central valleys, and is essential to farmers in dry weather.

I almost wonder if he wasn't intentionally trying to make the water situation there worse by doing that. I would almost rather it have been done out of malice than because he's just that clueless.
