If Clemson fires Wes, he is owed a buyout. If he voluntarily leaves he is owed nothing.

Is Clemson waiting on OU to announce they have hired him? Is OU waiting until Clemson fires him?

That's some of the speculation I'm hearing on the net. I doubt it. I think Brent and Dabo are too close to each other to be playing that game. Just thought I'd throw it out there as speculation I'm hearing but don't believe.
