…to the GOR by ESPN?
Have we been maligning the ACC management incorrectly by thinking that THEY are the ones unwilling to re-negotiate the GOR?
Is this coming down to ESPN being the bad guys in all of this, holding the ACC management hostage to this GOR?

that bound the league for 20+ years. It was originally signed in 2013 and updated in 2016 when the ACC Network was created.
That said, I am not convinced the GOR is as "iron clad" as some seem to think, particularly if the ACC provided misleading or categorically false information to coerce the member schools into signing it.

particularly if the ACC provided misleading or overtly false information to coerce the league members into signing the GOR. That would be tantamount to fraud.

The leader of the ACC agreed to the deal, and each member school agreed and signed the contract deal. There is no one to blame for the dead in the water situation that the ACC has found themselves in but the member school leadership that willfully signed that ridiculous "20 year" GOR contract with ESECPN. And if the ACC comes unglued bc they signed such a ridiculous contract, no one to blame but themselves bc ESECPN made the better deal in any way you look at it!!! I also wouldn't doubt that was intended to happen by ESECPN!!!

impetus whatsoever to renegotiate it. At the rate they are bleeding money, they obviously don't care if the ACC implodes. It would save them money in the long run, and the SEC picks the scraps and scoops up the best teams. A win-win for ESPN.

I don’t think anyone in the free market is backing up the Brinks Truck for the ACC. Could the contract be increased? Marginally. But the reality of the situation is some of the parts are worth more than the whole.

beyond what they can squeeze from it for as long as they can.
Nothing about their business practices or their on-air commentary should give anyone the impression that they hold this institution in high regard.
Tradition, fan experience, student athletes...they mean nothing beyond ESPN's ability to monetize them. Actually, worse...every fan in the bleachers is a fan not watching their broadcast. Who needs that?
College football is better with several regional conferences and a post season that puts random schools against each other. College football will not be better...for fans or for student athletes, when gianormous mega-conferences are running it.
So, ESPN will do what makes money...and...they don't have a ton of additional money to throw around. So if the ACC made a bad deal, ESPN isn't going to let them out of it. What does ESPN care? Blow up the conference and sweep them into a couple of manageable super-conferences. That suits them fine.

ESPN should be encouraging the various schools in the ACC to allow them to COLLECTIVELY disband the conference, and tell the ACC that the GOR would be null and void.

Is this coming down to ESPN being the bad guys in all of this, holding the ACC management hostage to this GOR?
No, ESPN is well within their rights and has no reason to renegotiate just because we're unhappy with the consequences of what we agreed to in the GOR. The bad guys are us in this case.

Let me amend the first answer:
Is the ACC “organizationally” being held captive to the GOR by ESPN? No, the ACC is being held captive to the contract they signed with ESPN. Each team is being held captive to the GOR by virtue of their relinquishing those rights to the ACC - who then was trusted to negotiate a favorable contract with ESPN.
The mess we're in is because the ACC failed to negotiate a contract that would allow for a changing set of financial circumstances if the agreement became an albatross.
