He probably told OU that he wants to wait to see if Dabo takes the ND job first. If Dabo does, then BV likely steps into the position here.
He's playing chess, not checkers.

You guys must be smoking Crack.
Dabo can stay at Clemson and be a an all time great like Bowden, Bryant, etc... Why go looking for trouble?
OR he could go to ND and just be another of their great coaches like Lou Holtz or Brian Kelly?? No upside?
ND is coaching Heaven for Northern coaches, would not take well to a Southern gentleman like Dabo.
BV could leave for OU and a mountain of cash $$$$ and deal with the turmoil of all the transitions.
I think BV stays here and works with Dabo, because a great work / life environment is hard to find in coaching.
Just look at Rich Rod and Chad Morris, among others....
Bob Stoops or Urban Meyer could end up at OU as well.
If BV or Tony Elliott want to get a Head Coaching job, they can leave anytime, but usually it will be to jump into a dumpster fire.
Right now they are focused on recruiting and a Bowl Game!!

And why does Dabo want the Notre Dame job?
If anything He would wait for the Alabama job
If speculation is true ,Brian didn't leave Notre Dame just for the money, but because he saw that there would have to be the "perfect storm" for Notre Dame to play for the National Championship in a four team format because of not playing in a conference. Dabo would therefore be in the same boat.
And what benefit would there be for moving from a small town environment to the pressure cooker that would be Notre Dame when Dabo can still cement his place in Clemson history. He certainly isn't done just because of one bad year.
No, Brent's decision, IMO, has nothing to do with what Dabo does because Dabo isn't going anywhere.
