How does one fix a transfer portal

Do you call an electrician or a scientist or just unplug it then plug it back in. Maybe you have to replace the flux capacitor. Also where is it located, somewhere in the stadium, the coaches office, or at the bag mans location.

It is up to the university Presidents to get involved because the portal affects education. The problem in big time football is the tail wags the dog and will the Presidents bite the hand that feeds their schools?

Well the first step is to reinstate the One-Year-Sit Out rule. Add one year on the back end if necessary. ....Perhaps.... make a rule that you can only sign one if you loose one. ....Perhaps.... a Two Tiered Scholarship set up: Tier One - a Four-Year mutual commitment. No cuts / no transfers. Tier Two - A series of One-Year mutually renewable Scholarships.
This would "help" with Roster Management and Roster Depth while allowing some movement.
All this is mute if the NIL debacle is not solved. As it stands, there in nothing from stopping a school from populating their roster with "Walk-ons" whose spot is funded by NIL. No commitment, no open/public recruiting, no limits (just the size of the Donor's checkbook).
My great hope on the NIL is that after a few years, donors will begin to see that the return on their investment is not what they had hoped (see DJU) and this matter will find its ultimate level.

First of all, those who have the authority to fix it have to believe it is a problem that needs to be fixed.
There is no evidence those in authority (NCAA) think it's a problem.
Second, if they wanted to fix it, there is a simple solution.
When you recruit a kid he counts as a scholarship until 1 of 2 things happen. 1. He graduates from your school. 2. Six years have past since his first date of enrollement at your school.
If you recruit a kid who is the type of kid who will "cut and run" when faced with adversity, tough, you recruited him. If you recruit a kid who is not at all interested in graduation, just doing the very minimum to be eligible until he heads to the NFL, tough, you recruited him.
Yes, it would drastically change the way schools recruit.
And, no, there is no evidence either the university presidents (NCAA) nor 90% of the coaches would be in favor of that solution.

NCAA seems too afraid of being smacked around by the court system to do anything meaningful. Since they've not provided any real leadership to this point, I just don't see them doing anything at all and waiting for something from Congress to be passed and applied to all states.

The portal opens Jan 1 or 15 and closes July 31. Transfers have to sit out 1 year unless they have or graduate before Aug ___-Fall camp begins.
Have to payback all or at least last 12 months NIL money.
