You are wrong. The fiscal year has nothing to do with it. We are operating on a continuing resolution until December as there is as usual no budget that has been approved. Mayorkis just said FEMA is running out of money.

the continuing resolution is to continuing funding the government at a given rate absent a budget. The funds do roll over at the start of the new fiscal year, which was Oct 1 and the current resolution funds the government until Dec 20, 2024.
So FEMA is in a new budget year with new appropriations.

The funds don't roll over, but obligations do. That is, if you don't spend the last 50 million from an account, the next year account doesn't increase by 50MM.

Normally, the top line department budget is extended and the admin get some flexibility on down-stream expenditures. I "think" it depends on the type of program it is and what the initial language was when that program was established under law.

You might not understand how a continuing resolution works if you haven't had to directly work within the constraints. It extends funding at last year's levels, so in years where they never approve a budget (several times under Obama), the approved money is the same as the last FY. FEMA's funding was indeed refreshed on Oct 1, but at FY24 levels.
