In Texas, the Texas Railroad Commission is the state agency that licenses and promotes the pumping of oil. The head of that agency was interviewed on the PBS News Hour, approximately February 1, 2022.

At that time inflation was already rising rapidly, largely due to oil prices and their effects on shipping, transportation, mfrg, etc.
He was asked about reports that Texas oil producers were continuing to cut oil production since 2021. The head man for the Texas Railroad Commission said the number of actively pumping oil wells in Texas had dropped from 751 in Jan of 2021 to 505 at the time of the interview. (Despite prices for petroleum being very high.)
He said this oil well shutdown strategy, by the oil producers, was their response to Biden's position that federal lands should not be opened to new drilling. (In other words, they are most interested in Biden failing to battle climate change and don't give a ### how much you pay to fill your gas tank or how much your food costs rise.
And Texas only supplies a portion of the oil used in the US; so you can be sure it's also happening in North Dakota, Wyoming, CA, etc, as most of the oil people are heavy contributors toward funding TheRump cult and his move toward a dictatorship.

A funny things is: most cultists don't understand that TheRump dictatorship will be the first to collect all the guns from the 'Don't Tread on Me' folks. Here's why. Putin is not popular in Russia, due to the bad economy and living hardships there. But the citizens have no guns. No guns means no attempted rebellions of significance. TheRump wants to be just like Putin, with no laws to keep him from stuffing his pockets with money stolen from you and me. Hence TheRump will collect the guns. No guns; no coups.
