Just sent this photo to the property manager. A Food City shopping cart between two houses along tree line. Closest Food City to me is 40 minutes away in Cartersville.

That's a violation! The HOA covenants clearly state that abandoned shopping carts must be in the ditch, not within 10 feet of an existing pine and not visible from any road. Permanent shopping carts must be screened by a minimum 3 gallon evergreen shrub. Number of shrubs calculated by the square footage of the property less the square footage of the shopping cart. That number is divided by the distance from which the shopping cart originated. At least 50% of those shrubs must be evergreen. Variety of shrubs are located in appendix A of the HOA guidelines. Substitutions must be approved by the HOA. Homeowner must present 3 signed and sealed plans at the HOA meeting. HOA meetings are every third Thursday.

That looks like a tornado deposit.

Reminds me of our last neighborhood. Had a tornado come through. A nice Weber gas grill was just deposited in someone's front yard, ready to throw some burgers on it. Didn't belong to anyone in the neighborhood. The owner was eventually found, lived a half mile away in another neighborhood.

My parents once got fined for not picking up the dog poop around their mailbox. They didn't have a dog at the time which my dad (RIP) pointed out. They said it didn't matter it was their yard their responsibility.
Dad found out the pooping dogs' (there were 3) owners and who on the board refused to wave the fine and proceeded to pick up the poop each night and deposit it on the front walk of the parties involved.
He then took pictures on his walk the next morning and submitted them to the PMC. This went on for about 4 nights.
The next meeting the bylaws were amended to hold the dog owner liable for said dog's poop.

was letting his dog shit on the sidewalk in front of his house and not picking it up. He bought a trailcam specifically to determine who it was. It was some old Asian guy who was basically dragging his dog, not really walking him, especially when the dog had to dump out. Dad found out which house was his down the street and started leaving him presents.
