Wrong press conference maybe?
Trump reiterated his demands during a press conference in Fletcher, North Carolina, saying: "In California, I have a condition. In California, we want them to have voter ID, so the people have a voice, because right now the people don't have a voice, because you don't know who's voting. It's very corrupt.
"And we also want them to release the water. If they released the water, they wouldn't have had a problem. If they released the water when I told them to, because I told them to do it seven years ago, if they would have done it, you wouldn't have had the problem that you had—you might not have even had a fire."

That local and State governments have deficiencies regarding proper management of “development” in high risk areas. This is a common thread that contributes to the financial and human impacts of natural disasters…. whether in FL, SC, NC, CA or elsewhere. Many of these areas are extremely attractive for people to live in but the risks ignored or insufficiently mitigated.

Cali politicians have more to lose by saying ‘no, we won’t require voter ID as a condition for accepting federal aid’ … and then not getting things fixed quickly … than it will harm Trump or the national Republican Party if Trump withholds the aid until Cali agrees to Trump’s conditions.
Trump controls the points of leverage.
LA. Times will eviscerate Gov Newsome and Mayor Bass every day that they cling to a voting scheme that is clearly intended to corrupt elections.
