My guesses as to how all this shakes out.

I know nothing. Don't claim to have any insight, much less information. Just playing the guessing game, like everybody else is doing. So, with that said, here goes.....
In a couple of years we will have 4 conferences of 16 teams in the "power 4."
SEC: They will add OU and TX (apparently a done deal) and stop there.
ACC: They will try to add ND. They will fail. ND will either stay independent or join the B1G. ACC will add two teams. My guesses for who those two teams will be are (in order): 1. WV 2. Cincy 3. UCF 4. Memphis 5. Baylor
B1G: They will add two teams. My guesses on who those two teams will be are (in order) 1. ND 2. Kansas 3. OK State 4. Some other Big 12 team, I have no idea how I would rank them.
PAC 12: They will add 4 teams. My guesses (in order): 1. Texas Tech 2. Three more Big 12 schools. (I have no idea how I would rank them, since B1G will essentially get first picks.) 3. Boise State (not likely) 4. BYU (even less likely)
I don't think there will be a massive raiding of the ACC by B1G or SEC. Usually changes aren't nearly as dramatic as rumors make them out to be. And, just to reiterate, other than OU and TX to SEC I'm just guessing. OU and TX are by all indications a done deal.

will be a doomsday scenario for the ACC. Cincy, Memphis and UCF do not need to be on the radar.

That would mean the ACC ends up the loser of all losers. Essentially (for football and other sports not named bball) we become the old big least. Iowa st would go B1G. They've been wanting to for awhile to join Iowa.
No offense, but in your scenario which I think is very likely, we'd need ok st and tcu to stay somewhat recognizable in football. They'd help us well in the other sports. We'd still be the little sister but possibly stay ahead of the Pac 16.
Sux either way. That's why I have to hold my tounge every time I see posts that think pulling for the ACC to do well is stupid. The ONLY reason the SEC is relevant is because they WIN. It's not just Bama. It's the regular season and post season games where their middle team beats other conference team's top tier.
Two things propelled Clemson, beating Fla St and beating LSU/auburn.
