Limit is .18 in KY, so I'm assuming that's a typo and means .21, not .021.
.021 would mean he had 1 beer an hour ago, something that isn't likely to impair you.

He must have had something else in his system. Unless OP meant .21
May get flamed for this but the legal limit being .08 is a joke. I drink regularly, and have a breathalyzer, as well as a fairly high tolerance, 2 8%+ craft beers or 3 American rice beers within an hour an you're "legally" drunk - when in actuality you'd barely even feel the alcohol - much less be drunk.
Of course, if he was .21 that's a different story

If it was .021 as originally stated by OP, he obviously had some sort of drug in his system in addition to the alcohol - either narcotic prescription drug or some sort of street drug.

There is absolutely nothing in that story to suggest or imply that he had anything in his system other than the alcohol. You're just speculating with no basis for it. Other equally (or more) likely possibilities:
1. The cop is an idiot. It happens. The cop may have charged him on nothing more than a brief weave in traffic and a miniscule blood alcohol reading. It happens more than you think.
2. Pawlowski may have pissed the guy off. He has a reputation of being an ###. He may have demonstrated that to the cop.
3. He gave a less than full effort on the breathalyzer, which made the officer think it was inaccurate.
Again, there is no telling at this point.

BTW - those numbers are percents. A 0.08 is actually .0008 alcohol.
0.021 would be hammered. 12 pints blood = 192 oz. X 0.021 = 4 oz. of pure alcohol.
My guess is it was a 0.00021. He found an officer that was a jerk, having a bad day, had a quota to meet or Coach acted like a jerk!
