It seems he's never going to stay out of trouble. The guy's almost 30--you'd think he would have outgrown this detrimental conduct at this point.

snake bites simply because of a flaw(s) of character.
If the reports are true, and perhaps, even before so, Kelly seems like one of those people...not necessarily evil, but flawed enough that those old snakes keep rearing and hissing from time to time.
None of us are perfect; good Lord I've had my run-ins with the law over the years over my driving habits. Two speeds: fast and stop; however, I've had to learn to control those bad habits, especially now about to turn 77, because few sane folks will ride in a car piloted by some old speed demon! Moreso, the fines ain't cheap like they were 40 years ago! Chad will have to come to terms with his age, recognizing that bad press only begets worse bad press, something hard from which to recover.
