Again, I disagree with the "identified by name" part. I made a much longer post about the why's, but that's exchanging digital anarchy that's increasingly ruled by troll farms (and will soon be ruled by AI's pretending to be real people while also pretending to be Real 'Merricuns), for digital totalitarianism.
The key there is crypto. User names and handles that are in the public domain should always be changeable...and somebody's digital ID and all associated user personal data should be locked behind an ever-changing crypto key to prevent doxing. But people should also only get one crypto key per person, too, and they should have to validate the fact that they are in fact, you know, an actual human being and are who they say they are.
That way it's real people talking to real people again, when you ban a troll they stay banned, and the Interwebz are not dominated by troll farms and AI's. Or we need to pull the plug and shut the whole thing down because when AI gets into the game...whoo, baby. Real users won't even be able to find one another, they'll be buried under so many digitrolls.

Holding people "accountable for hate they spew online" is a ticky business and a real slippery slope. It's almost impossible to do that without infringing on fundamental freedoms. I agree that calls to violence cross a line, but not expressions of anger, frustration, or "hate", even if many of us find it offensive or disgusting. Condemn it, protest against it, etc., but having the government in charge of controlling and squashing thoughts and opinions may not be a great of an idea as it sounds.
Take a comment like "I hate (insert ethnic/racial slur). They are animals and I don't want them in my country!"
Most of us find that kind of comment highly offensive and unacceptable. Some wacko may read or hear that and turn around and murder someone. I think we all should speak out strongly against that BS, as I understand that it's wrong and it can ultimately create a bad and often dangerous environment. Still, I think it's just as, perhaps more dangerous to use the power of the government from preventing people from thinking or expressing it. It may sound like a good idea, for the right reasons, but what happens when your party is not in charge, and it's used against you, to silence you or other good people? The day very well may come when you are silenced or punished for making an innocent comment or expressing an unapproved opinion that gets labeled as "hate".

This is the lefts wet dream. Great Britain has thousands in prison for social media posts and who knows how many others have been fined. All for expressing views the govt doesn't like. I knew Nikki was an insider but throwing people in prison for wrong think when real actual rampant out of control crime with victims and everything gets ignored is not gonna get her any votes, other than the self loathing supposed Republicans who posy here of course.
