Reconciliation is BS because it prevents the Party in power from having to negotiate (once a year) - but at the same time - if it weren't for reconciliation, NOTHING would ever get done in Congress.

Lee wrote this as an amendment, so it was quashed via the Byrd rule

he did it behind closed doors, without input from anyone outside of his own circle of crony landsharks, so he deserved to have it quashed.

In any event, any proposal that involves disposing of that much public land should be submitted as it's own legislation so it can be thoroughly debated, rather than attempting to lop it on top of an already ridiculous piece.

With the way they write these bills that none of them bother to read, I will always loathe politicians like Lee who try to be sneaky little ##### because someone somewhere stands to make a #### done of dough.
