Then they should at least be multi-year deals. Being held hostage every year is a blueprint for disaster.
Also, only should be able to use transfer portal once in 4 years of elgibimty.

I think that the simple answer is to make them sign a contract. You know these guys will never see the inside of a classroom. So, scholarships shouldn't be even offered. They should all be treated as contract employees.

Disagree. There are obligations. There’s nobody that would just hand out $2M without any guarantee that the player won’t just quit or dropout or transfer.
The $10M Michigan paid is for 4 years. If the QB just quits after 1 year, he’s not getting $10M.

but “most” of the NIL payments come without any obligations for using NIL and “most” of these players are under no obligation to stay. You see that all the time actually. Players quit before game 5 to preserve a redshirt and players transfer year to year and opt out of playing. There’s a “contract” guaranteeing a sum of money, and that’s about it. The Michigan kid is the anomaly, no doubt. Where did you see the terms by the way? It may be payable over 4 years, but the kid can transfer if he wants.

Players that are quitting mid-season are not getting paid NIL, and if they are, they won't continue to be paid. These deals aren't just lump-sum payments. You seem to think players are handed $1M when they "sign". That's not how this works.

If he transfers, he doesn't get the remainder of his NIL agreement. That's the point of it being payable over 4 years, that protects the payer.

paid. I haven’t seen any of that. I don’t think you have a full grasp of what’s going on out here with transfers and the portal. There have even been guys who quit while they can still maintain their redshirt. They are still paid for their NiL deals.
The Michigan guy is not the norm. You can’t base your thesis on one dude.

That would be the responsibility of the entity making the offer and the player signing the deal. You can't force anyone to commit multiple years, on either side.

Any given school would probably be able to structure a NIL payment contract as long as it doesn’t conflict with the ‘student’ aspect of the student-athlete’s ongoing academic performance criteria.
The problem for an individual school’s NIL contract for equal money to another school’s money rests with the terms of that contract. For example, if the four year NIL contract has a big back-loaded provision (I.e., a disproportionate amount of the payment comes at the end of the four year contract) is that other schools may distribute the payment in equal portions throughout the four year period.
There are a zillion other ways in which the terms of one NIL contract to be a better deal than another NIL deal which has an equal net payout.
Thus, structuring the terms of a NIL contract so as to keep the player ‘locked up’ isn’t some panacea to fixing the NIL disaster.
