If I were to interview a woman for a job, for me to comment on her appearance at any length would be pretty inappropriate. Why? In and of itself there wouldn't necessarily be anything wrong with such a comment, but the history of treatment of women at work, the possible insinuation that I'm expecting something, again because of the history of such comments, then it's just not a good thing to do.
Black people have been arrested to get them to work on sugar plantations, jailed because they lack money to pay fines or make bail, and they are disproportionately represented in the "inmate" population. So... probably not a good thing to say to mostly black athletes.
I do think people need to understand the intent of the speaker, but speakers need to understand the history of the people they are speaking to.
