something doubled, did it go up by 100% or by 200%?
Mathematically, I would say it went up by 100%. If you had 5 dollars and it doubled, it went up by $5 which would be 100% of the original amount.
Is this confusing to anyone else? I use math all the time, all day long, but this has always confounded me OR I just cannot understand why other people cannot get it right.
Also, let's say eggs went down by 400%, then wouldn't a $10 dozen eggs now be...-$30?

However, that is not what you multiply it by. In your example, if you doubled $5, you do not multiply $5 by 100%.
And you are correct about the eggs... the may cost .25 times what they used too, but that does not mean it went down by 400%.

If something doubles in price, then it now costs 200% of the original price. But it only increased by 100%.
If you say "the cost increased by 200%", that would mean it's now 3x the original price, and nobody is going to state it that way, they just say "it costs 3 times as much now".

there is really no other way around it.
If something costs $100 and you say it goes up by 50%, then it's $150. So +100% has to be $200.
Also, something can't go down by more than 100%. -100% means $0 to any number.

if you increase X by 50% you do X*1.5. That is 1 + .05. To double is then X *(1+1). a 200% increase is X*(1+2).

A simple way to calculate an HPR or Increase /Decrease is (End Figure/Start figure) - 1
Like (10/5)-1 = 1 or 100 percent.
