per se.....To me he's saying that while the NFL has taken away the ability of defenders to lead with their helmet when making tackles they haven't done anything about ball carriers going into that position when attempting bust through a tackle. I don't think he's saying Tee did anything purposely or wrong. He's just saying the dynamics of the rule has left the defender's exposed and this could be what ultimately caused the injury.
