Its seems your understanding of the portal is limited at best. The portal is simply a database to track players who want to transfer. One does not use the portal to recruit a player, only to identify the player is available for recruitment. It is not a physical place where players can visit so one cannot transfer to or from the portal.
To answer your question, Tyson was in the portal and Clemson signed him so portal usage has been confirmed. Everyone should not be happy as we have joined teams like the coots, louisville, GT and many others by signing a player whose name was listed in the portal.

We've always taken graduate transfers. If you want to say that they are incorporated within the "portal" now, that's fine. But he is the same as any grad transfer we've taken. The big question is whether or not we will start bringing in underclassmen who we will incorporate within our culture for more than one season of riding the bench, or if we are going to continue to watch them go to, not just Louisville and Georgia Tech, but Alabama, Georgia, and Ohio State.

Graduates who want to play an additional year place their name in the database commonly known as the portal. The old term is transfer and still applies as a player transfers from one school to another school....not from the portal

This was a guy we went after pretty hard out of HS so not someone we weren't already pretty familiar with. He will play the Hunter Johnson role very nicely and should fit in well.

I hear you on not being able to convince the transfers we needed to come here.
I want to add though that this class does have some standout WR's in particular, an inescapable need if you ask me, & while we didn't get them in the portal it's still important.
O-line, well, I wish I had better news, but I also think this one HAS to count as an "official" transfer, right? I mean, I know he's a grad-transfer like Hunter Johnson, but he also never played here like Hunter Johnson & likely still won't play here much at all until we get back to Charlotte but still, it's at least a good sign for everyone Coach Swinney isn't ignoring the portal as many have insisted, know what I mean? Thoughts?

Our four QBs currently on the roster represent zero college starts. Should the worst happen a Mature QB will be a valuable commodity. It’s like a spare tire, dead weight unless you need it then it is critical to have.

We finally got a (grad) transfer!
Now the complaints about Coach Swinney not adapting to the new transfer portal & NIL rules can finally end & we can have that parade he promised!
Seriously though, I know Tyson is a grad-transfer but this one HAS to count, right? Hunter Johnson didn't count for many but this is a player who never played here before so it seems different enough to me but I'm curious.

This guy gives us a very serviceable backup in case Cade gets hurt. If CV is ready early, then it won't matter. But if he isn't, this guy can still win ballgames for us.

I can understand the coach wanting to help out Bear's kin...but if this kid wanted to be a Clemson guy I'm sure he had an opportunity years ago which he declined, thus leading to him being at Bama. The portal is a horrible idea for us...don't do it, Coach! Either someone accepts Clemson up front, or never.
