Military academy students cannot get NIL money.

It's prohibited for all three schools.

The military academies don't fall under civilian law so they are exempt from antitrust law.
UCMJ governs them.

Cadets at the United States Military Academy (USMA) at West Point receive a monthly stipend between $200 and $525, in addition to a fully-funded education:
Tuition: Free tuition
Room and board: Free room and board
Medical and dental: Free medical and dental coverage
Stipend: Monthly stipend between $200 and $525
Cadets also receive a pay advance of $8,400 to help with initial expenses. This advance is paid back over 24 months at a rate of $350 per month.
