any other sully looking dudes got out of their stopped vehicle and approached the police car they would have been arrested and locked up.

In Columbia yes I would arrest anyone for stepping out of their car. If you have ever been to a small town in SC, like Clemson, you understand that is not how it works. In small towns cops are people that everyone knows and are not threatened by someone stepping out of their car.

It may not be smart, and the officer would probably direct you to get back into the car or take control of the situation by a search or some other means, but it is distinctly not illegal to get out of the car at the beginning of a traffic stop.

my dad got out the car once when he was pulled over

he didnt think he was speeding and the cop was very forceful and told him to step back in the car... my dad asked if he could see the the radar to see how fast he was going. the cop said we are not required to show you by south carolina law, wrote my dad a ticket and that was it. Now if my dad would not have gotten back in the car then that would be whole different type of story, but as it was, no arrest was needed, that would be way overboard.
