For who? For the players and coaches it seems better. More resources for the players, less responsibilities for the coaches. For the fans? That would come down to individual experience.

I'm not sure what you mean by how much better is product? If you mean are the players better, then the question is undoubtedly. The additional support staff added since 1998 include nutritionist and sports psychologists. Which have had major positive impacts for the players both on and off the field. If you mean is college football a better product? The answer is depends on who you ask, but probably yes. But I don't know how much of it can be attributed to expanded staff, when it is more likely that technology and access have increased since then,resulting in more players being ready to play as freshmen, thus increasing the talent pool of college football as a whole, making it more fun to watch.
